I consider the present
ben streng-
thened by the special engineer and overseer expected for the
Tytam works, sufficient to carry out the works provided for in
next year's Estimates, with the exception named below, provided
also that Mr. Chatham, kir. Boulton and Mr. Drury return and that
no resignations or casualties take place.
The total of the "stiates for P.W.D.

traordinary in 1901, appears formidable as compared with the
totals of preceding years, but on examining the Votes item by
item, it will be seen that some of the largest works have been
started and all the difficult preliminary work got over.
The exception referred to above is that
of an extra overseer for waterworks and an extra clerk.
Overseer Ross is over worked, and overseer
Kynoch at Yau-ma-ti is not quite good enough for the ap-
pointment he holds unassisted. Taking into consideration there
-fore the large sums to be spent next year on Waterworks, the
extensions in the city and Kowloon, the works in hand for an
improved supply to the Peak &c., I would be glad to see anoth
-er overseer at $1,500 added to the staff, which appointment
should be given to Ross, and in his place a good man obtained
for Yau-ma-ti.
An extra clerk, at say $40 a month, is re-
quired in connection with house service accounts; this would
save much of the time of overseers and inspectors, who are
